LỜI NÓI ĐẦU

PREFACE

Phát sinh từ phong trào chấn hưng Phật Giáo, Gia Đình Phật Tử Việt Nam đã trải qua những giai đoạn thăng trầm, thịnh suy để xây dựng và hình thành một tổ chức giáo dục Thanh, Thiếu Nhi, theo chân tinh thần Phật Giáo.

Born from the Buddhist revival movement, the Vietnamese Buddhist Youth Association has experienced ups and downs, to build and form an educational institution for young adults, teenagers, and children, following the spirit of Buddhism.

Sự thành tựu đó kết tinh bằng những nguyên lý giáo dục sâu sắc, những phương pháp giáo dục vững vàng, từng đào tạo những thế hệ đoàn sinh ưu tú.

That achievement is crystallized by profound educational principles, solid educational methods, which have trained generations of excellent students.

Sinh ra từ trong lòng của Dân Tộc và Phật Giáo Việt Nam, tổ chức Gia Đình Phật Tử Việt Nam đã từng đóng góp vào công cuộc vận động để bảo vệ Tổ Quốc và mưu cầu tự do, an lạc cho dân tộc trong khi cùng chung lòng xây dựng nền Phật Giáo Việt Nam.

Born from the heart of the Vietnamese nation and Buddhism, the Vietnamese Buddhist Youth Association has contributed to the campaign to protect the Country and pursue freedom and peace for the nation while together with join hands to build Vietnamese Buddhism.

Ngày nay, tại xứ người, Gia Đình Phật Tử Việt Nam cũng đã thành lập, củng cố và phát triển không ngừng; sự phát triển vừa theo đúng truyền thống của tổ chức, lại vừa khế hợp với hoàn cảnh xã hội mới.

Today, in foreign countries, the Vietnamese Buddhist Youth Association has also established, consolidated, and developed continuously; development both in accordance with the tradition of the organization and at the same time in accordance with the new social situation.

Nền tảng đó được đúc kết trong Bản Nội Quy này.

That foundation is laid down in these Bylaws.

Nội dung của Nội Quy đã đề ra phương châm, mục đích giáo dục, quy định rõ rệt cơ cấu tổ chức, từ Trung Ương đến Địa phương, đã xác định rõ ràng nhiệm vụ và quyền hạn của đoàn viên Gia Đình Phật Tử Việt Nam.

The content of the Bylaws has set out the motto and educational purpose, clearly stipulates the organizational structure from the Central level to the Local chapter and has clearly defined the duties and powers of the members of the Vietnamese Buddhist Youth Association.

Tinh thần Nội Quy hoạch định một đường lối giáo dục chung cho tổ chức Gia Đình Phật Tử, hòa hợp với những hệ phái Phật Giáo Việt Nam tại Hải Ngoại, ngõ hầu xây dựng những thế hệ Phật Tử Việt Nam tương lai.

The Spirit of the Bylaws directs a common educational policy for the Vietnamese Buddhist Youth Association, in harmony with Vietnamese Buddhist sects abroad, to build future generations of Vietnamese Buddhists.

Việc kiện toàn Nội Quy phải được tu chính tùy theo nhu cầu của hoàn cảnh xã hội mới, tùy giai đoạn lịch sử; tuy nhiên mục đích vẫn duy nhất, đường lối vẫn nhất quán.

The consolidation of the Bylaws must be amended according to the needs of the new social situation, depending on the historical period; however, the goal is still the same, and the direction is still consistent.

Đó là cương lĩnh của Bản Nội Quy.

CHAPTER 1
NAME – PURPOSE – MOTTO – SLOGAN – RULES

ĐIỀU 1: DANH HIỆU (ARTICLE 1: NAME)

Theo tinh thần Nội Quy Gia Đình Phật Tử Việt Nam trước năm 1975, chiếu quyết nghị của Đại Hội Huynh Trưởng Gia Đình Phật Tử Việt Nam tại Hoa Kỳ được tổ chức lần thứ nhất tại Dallas, Texas, ngày 5 tháng 9 năm 1983; một tổ chức giáo dục Thanh, Thiếu, Đồng Niên lấy danh hiệu là: GIA ĐÌNH PHẬT TỬ VIỆT NAM TẠI HOA KỲ.

In the spirit of the Bylaws of the Vietnamese Buddhist Youth Association before 1975, the resolution was adopted by the National Huynh Truong Conference of the Vietnamese Buddhist Youth Association in the United States that was held for the first time in Dallas, Texas, USA, on September 5, 1983; an educational organization for Young Adults, Teenagers, and Children, with the title: THE VIETNAM BUDDHIST YOUTH ASSOCIATION (BYA) IN THE US.

A. Luật của Huynh Trưởng và Đoàn Sinh Thanh, Thiếu Niên :
(A. The rules of the Huynh Truong and the members of young adult division & teenager division :)

1. Phật Tử quy y Phật, Pháp, Tăng và giữ giới đã phát nguyện. (Buddhists take refuge in the Buddha, Dharma, and Sangha and keep the vows they have made.)
2. Phật tử mở rộng lòng thương, tôn trọng sự sống. (Buddhists extend compassion and respect life.)
3. Phật tử trau dồi trí tuệ, tôn trọng sự thật. (Buddhists cultivate wisdom and respect the truth.)
4. Phật tử trong sạch từ thể chất đến tinh thần, từ lời nói đến việc làm. (Buddhists are pure from body to spirit, from speech to deeds.)
5. Phật tử sống hỷ xả để dũng tiến trên đường đạo. (Buddhists live joyfully to bravely advance on the path.)

ORGANIZATION – DUTIES – COMMUNICATION – CONFERENCE – ASSETS

ĐIỀU 6: TỔ CHỨC (ARTICLE 6: ORGANIZATION)

Hệ Thống Tổ Chức của Gia Đình Phật Tử Việt Nam tại Hoa Kỳ gồm có Ba Cấp: Trung Ương, Miền và Đơn Vị Gia Đình Phật Phật Tử. (The Organization of the Vietnamese Buddhist Youth Association (BYA) in the United States consists of three levels: the Central level, the Region level, and the Local Chapter level.)

A. CẤP TRUNG ƯƠNG (THE CENTRAL LEVEL)

Chỉ đạo và hướng dẫn Gia Đình Phật Tử Việt Nam tại Hoa Kỳ, gồm có hai (2) cơ chế: Hội Đồng Chỉ Đạo và Giám sát; và Ban Hướng Dẫn Trung Ương. (Directing and guiding the BYA in the United States consists of two (2) mechanisms: Guiding and Oversight Council; and National Board of Directors)

Hội Đồng Chỉ Đạo và Giám Sát (The Guiding and Oversight Council) : là Hội Đồng Huynh Trưởng tối cao của Tổ chức Gia Đình Phật Tử Việt Nam tại Hoa Kỳ. (is the Supreme Council of Huynh Truong of the BYA in the United States.)

• Nhân sự và tiêu chuẩn : do Đại Hội Huynh Trưởng toàn quốc cung mời từ năm (5) hoặc bảy (7) Huynh Trưởng, trên 65 tuổi đời, thâm niên trong sinh hoạt, đạo đức, có nhiều thành tích hy hiến cho Tổ Chức Gia Đình Phật Tử Việt Nam và có cấp Tấn trở lên. (a. Personnel and standards : The Council members, from five (5) or seven (7) members, are invited at a National Huynh Truong Conference. The Council members must be over the age of 65, have lot of experience with the BYA activities, have good moral and conduct, have many achievements and sacrifice for the BYA, and have Advance Level or higher.)
• Để điều hành công việc : Hội Đồng Chỉ Đạo và Giám Sát tự bầu lên một vị Chủ Tịch và một Chánh Thư Ký; các Thành Viên còn lại là Hội Viên. (b. Management : The Guiding and Oversight Council elects itself a President and a Chief Secretary; the remaining members are the regular Council Members.)

Ban Hướng Dẫn Trung Ương (The National Board of Directors) : là cơ chế hướng dẫn và điều hành trực tiếp tất cả sinh hoạt, tu học và huấn luyện của Gia Đình Phật Tử Việt Nam trên toàn quốc Hoa Kỳ. (is the mechanism that directs and manages all the activities, dharma practices, and trainings of the BYA throughout the United States.)

• Nhân sự : gồm có Hai Mươi Tám (28) thành viên do Đại Hội Huynh Trưởng toàn quốc tín nhiệm công cử. (Personnel : includes twenty-eight (28) members elected at a National Huynh Truong National Conference.)
• Cơ cấu tổ chức của Ban Hướng Dẫn Trung Ương gồm có : Một (01) Ban Thường Vụ và Ba (03) Khối - như sau: (The organizational structure of the National Board of Directors includes : One (01) Central Board of Executive and three (03) groups of Central Supervisory Committees – as follows:)

Ban Thường Vụ (The Central Board of Executive) :

• 1 Trưởng Ban (1 Chairman)
• 1 Phó Trưởng Ban đặc trách Khối Truyền Thống và Xã Hội (1 Deputy of Director of Customary and Public Relations)
• 1 Phó Trưởng Ban đặc trách Khối Quản Trị và Điều Hành (1 Deputy of Director of Administration)
• 1 Phó Trưởng Ban đặc trách Khối Nghiên Cứu và Huấn Luyện (1 Deputy of Director of Research & (Training) Development)
• 1 Tổng Thư Ký (1 General Secretary)
• 2 Phó Tổng Thư Ký (2 members of Deputy General Secretary)
• 1 Tổng Thủ Quỹ (1 General Treasury)
• 1 Phó Tổng Thủ Quỹ (1 Deputy General Treasury)

• 1 Ủy viên Huấn Luyện (1 Commissioner of Training)
• 1 Ủy Viên Tu Thư (1 Commissioner of Materials Preparation and Development)
• 1 Ủy viên Chuyên Năng (1 Commissioner of Technology)

Các Ủy Viên có thể đề nghị Ban Hướng Dẫn Trung Ương để mời một hay nhiều Phụ tá cho mình. (The Central Commissioners may request the National Board of Directors to appoint one or more Assistants for assisting them.)

Ban viên bị khuyết (Members Vacancy):

• Trường hợp một chức vụ trong Ban Hướng Dẫn bị khuyết: Nếu là Trưởng Ban thì Phó Trưởng Ban Quản Trị & Điều Hành tạm thời xử lý chức vụ Trưởng Ban, đồng thời, trong thời gian 1 tháng, Chủ Tịch Hội Đồng Chỉ Đạo và Giám Sát triệu tập phiên họp khẩn cấp của Ban Thường Vụ BHD Trung Ương để đề cử 1 trong 3 vị Phó Trưởng Ban (Quản Trị & Điều Hành, Truyền Thống & Xã Hội, Nghiên Cứu & Huấn Luyện) thay thế với tư cách Quyền Trưởng Ban. Nếu là các vị khác thì Ban Thường Vụ Ban Hướng Dẫn Trung Ương đề cử. (In case a position in the National Board of Directors is vacant: If he or she is the Chairman, the Deputy Director of Administration will temporarily handle the position of Chairman as an Acting Chairman, and at the same time, within one month, the President of the Guiding and Oversight Council will convene an emergency meeting of the Central Board of Executive to nominate 1 of 3 Deputy Directors (Administration, Customary & Public Relations, and Research & Training) to replace the Acting Chairman. If they are others, the Central Board of Executive shall nominate new members.)
• Trường hợp số Ban Viên Ban Hướng Dẫn Trung Ương bị khuyết quá 1/3 tổng số ban viên thì cần phải triệu tập một Đại Hội Huynh Trưởng toàn quốc thu hẹp để bổ sung. (In case the number of members of the National Board of Directors is missing more than one third of the total number of members, it is necessary to convene a narrow National Conference of Huynh Truong to supplement it.)

Ban viên vắng mặt (Members Absence):

• Trường hợp một chức vụ trong Ban Hướng Dẫn vắng mặt: Nếu là Trưởng Ban: thì trước khi vắng mặt, Trưởng Ban đề nghị một trong ba vị Phó Trưởng Ban để xử lý thường vụ Chức Vụ Trưởng Ban. Nếu là các Ban Viên khác thì sẽ được Ban Thường Vụ Ban Hướng Dẫn Trung Ương đề cử hoặc các vị Phụ Tá liên hệ tạm thời thay thế. (In case a position in the National Board of Directors is absent: If he or she is the Chairman: before his absence, the Chairman shall request one of the three Central Deputy Directors to handle as an Acting Chairman. If they are other members, the Central Board of Executive shall nominate new members, or their Assistants will temporarily replace the absent members.)

Bên trên Hội Đồng Chỉ Đạo và Giám Sát và Ban Hướng Dẫn Trung Ương có một Hội Đồng Cố Vấn Giáo Hạnh. (Above the Guiding and Oversight Council and the National Board of Directors, there is a Central Religious Advisory Council.)

4. Bên cạnh Ban Hướng Dẫn Trung Ương có: một Ban Cố Vấn Pháp Lý để giúp đỡ về mặt pháp lý; và một Ban Bảo Trợ để hỗ trợ về tinh thần cũng như tài vật. (Beside the National Board of Directors, there are: a National Legal Advisory Board to provide legal assistance; and a National Sponsorship Board to support spiritually as well as financially.)

C. CẤP MIỀN (THE REGIONAL LEVEL)

1. Tổ Chức (Organization) : Tại mỗi khu vực địa dư thuận lợi có từ Năm (5) đơn vị Gia Đình Phật Tử trở lên, có thể thành lập một Ban Hướng Dẫn Miền để trực tiếp điều hành việc tổ chức, sinh hoạt, tu học và huấn luyện chung cho các Đơn Vị Gia Đình Phật Tử thuộc Miền.

2. Cấp Miền (At the Regional Level) : không có Hội Đồng Chỉ Đạo & Giám Sát, nhưng có Ban Huynh Trưởng Tham Vấn - do Ban Hướng Dẫn Miền mời từ năm (05) đến bảy (07) Huynh Trưởng, trên 60 tuổi đời, thâm niên trong sinh hoạt, có cấp Tấn trở lên. Để điều hành công việc, các Huynh Trưởng trong Ban Huynh Trưởng Tham Vấn sẽ đề cử một Huynh Trưởng làm Trưởng Ban Tham Vấn. (There is no Guiding & Oversight Council, but there is a Board of Advisors, from five (05) to seven (07) Huynh Truong who are invited by the Regional Board of Directors. Members of the Board of Advisors must be over 60 years old and have lot of experience in the BYA with Advance level or higher. To manage the work, the Huynh Truong in the Board of Advisors will nominate one Huynh to be the Head of the Board of Advisors.)

3. Cơ cấu và Thành phần nhân sự Ban Hướng Dẫn Miền đều giống như thành phần nhân sự Ban Hướng Dẫn Trung Ương. (The organizational structure and personnel of the Regional Board of Directors are the same as the organizational structure and personnel of the National Board of Directors.)

Các Ban Viên có thể đề nghị Ban Hướng Dẫn Miền mời một hay nhiều phụ tá cho mình. (The Regional Commissioners may request the Regional Board of Directors to appoint one or more Assistants for assisting them.)

5. Ban viên bị khuyết: (Members vacancy:)

Trường hợp một chức vụ trong Ban Hướng Dẫn Miền bị khuyết: (In case a position in the Regional Board of Directors is vacant:)
a. Nếu là Trưởng Ban, thì Phó Trưởng Ban Quản Trị & Điều Hành tạm thời xử lý chức vụ Trưởng Ban, đồng thời, trong thời gian 1 tháng, Chủ Tịch của Ban Huynh Trưởng Tham Vấn Ban Hướng Dẫn Miền sẽ triệu tập Ban Thường Vụ Ban Hướng Dẫn Miền để đề cử một trong ba vị Phó Trưởng Ban Hướng Dẫn Miền (Quản Trị & Điều Hành, Truyền Thống & Xã Hội, Nghiên Cứu & Huấn Luyện) thay thế với tư cách " Quyền Trưởng Ban " và đệ trình Ban Hướng Dẫn Trung Ương duyệt y. (If he or she is the Regional Director, the Regional Deputy Director of Administration will temporarily handle the position of Regional Director as an Acting Regional Director, and at the same time, within 1 month, the Head of the Board of Advisors will convene a meeting of the Regional Board of Executive to nominate 1 of 3 Regional Deputy Directors (Administration, Customary & Public Relations, and Research & Training) to replace “ the Acting Regional Director ” and presents the case to the National Board of Directors for approval.)
b. Nếu là các Ban Viên khác thì Ban Thường Vụ Ban Hướng Dẫn Miền đề cử, Trưởng Ban Hướng Dẫn Miền ban hành Quyết Định. (If they are other members, the Regional Board of Executive shall nominate, and the Regional Director shall issue a Decision.)
c. Trong trường hợp số ban viên Ban Hướng Dẫn Miền bị khuyết quá 1/3 tổng số ban viên, thì cần phải triệu tập một Đại Hội Huynh Trưởng thu hẹp để bổ sung và đệ trình Ban Hướng Dẫn Trung Ương duyệt y. (If the number of members of the Regional Board of Directors is missing by more than one-third of the total number of members, it is necessary to convene a narrow Regional Conference to supplement it and presents the case to the National Board of Directors for approval.)

6. Ban viên vắng mặt: (Members Absence:)
Trường hợp một chức vụ trong Ban Hướng Dẫn vắng mặt: (In case a position in the Regional Board of Directors is absent:)
a. Nếu là Trưởng Ban: thì trước khi vắng mặt, Trưởng Ban đề nghị một trong ba vị Phó Trưởng Ban để xử lý thường vụ Chức Vụ Trưởng Ban. (If he or she is the Regional Director: before his absence, the Regional Director shall request one of the three Regional Deputy Directors to handle as an Acting Regional Director.)
b. Nếu là các Ban Viên khác thì sẽ được Ban Thường Vụ Ban Hướng Dẫn Miền đề cử hoặc các vị Phụ Tá liên hệ tạm thời thay thế. (If they are other members, Regional Board of Executive shall nominate new members, or their Assistants will temporarily replace the absent members.)

7. Bên trên Ban Hướng Dẫn Miền có một Hội Đồng Cố Vấn Giáo Hạnh Ban Hướng Dẫn Miền . (Above the Regional Board of Directors, there is a Regional Religious Advisory Council .)

8. Bên cạnh Ban Hướng Dẫn Miền có một Ban Cố Vấn Pháp Lý và một Ban Bảo Trợ Miền . (Beside the Regional Board of Directors, there are a Regional Legal Advisory Board and a Regional Sponsorship Board .)

9. Đại Diện BHD/TƯ tại Miền : (Representative of National Board of Directors in the Region :)
Trưởng Ban Hướng Dẫn Miền là vị Đại diện của Ban Hướng Dẫn Trung Ương tại Miền đó. (The Regional Director is the Representative of the National Board of Directors in that Region.)

10. Đại Diện BHD Miền tại các Vùng : (Representative of Regional Board of Directors in the Areas :)
Tại những Vùng hay Khu vực cận lân (liên cư phụ cận), có từ 3 Đơn Vị Gia Đình trở lên, có thể có một Đại Diện Ban Hướng Dẫn Miền tại Vùng hay Khu Vực ấy. (Vị Đại Diện này nằm trong thành phần BHD Miền, do Đại Hội Huynh Trưởng Miền bầu lên). (In the Areas with 3 or more BYA local chapters, there may be a Representative of Regional Board of Directors in the Areas. (This Representative is part of the Regional Board of Directors, elected at a Regional Huynh Truong Conference).)

C. CẤP GIA ĐÌNH (THE LOCAL CHAPTER LEVEL)

• Mỗi địa phương thuận lợi có thể thành lập một hay nhiều Đơn Vị Gia Đình, song không nhất định khu vực. (Each favorable locality can establish one or more BYA Local Chapter, but not certain areas.)
• Mỗi Gia Đình phải có tối thiểu 2 Đoàn trở lên. (Each BYA Local Chapter must have at least 2 Divisions or more.)
• Mỗi Đoàn có tối thiểu là 2 Đội, Chúng, Đàn và số đoàn sinh từ 12 đến 32 em. (Each division has at least 2 Teams, and the number of members of each division must be from 12 to 32.)
• Mỗi Đội (Thanh, Thiếu Nam), Chúng (Thanh, Thiếu Nữ) có từ 6 đến 8 em; Mỗi Đàn (Oanh Vũ Nam hay Nữ) có từ 4 đến 6 em. • Ban Huynh Trưởng Gia Đình : 1 Liên Đoàn Trưởng (1 BYA Principal), 2 Liên Đoàn Phó (1 phụ trách ngành Nam, 1 phụ trách ngành Nữ) (2 BYA Vice Principal (1 in charge of male divisions, 1 in charge of female divisions)), 1 Thư ký (1 Secretary), 1 Thủ quỹ (1 Treasurer), Các Đoàn Trưởng, Đoàn Phó các ngành. (Division Leaders and Assistant Division Leaders)
• Tùy theo số lượng Huynh Trưởng và Đoàn sinh của Gia Đình, có thể cử thêm các Huynh Trưởng đặc trách: Văn nghệ, Báo chí, Thể thao và Xã hội v.v.... (Depending on the number of Huynh Truong and members of a BYA Local Chapter, it is possible to appoint more Huynh Truong in charge of: Literature & Arts, Journalism, Sports, and Social Affairs, etc....)
• Trừ Gia Trưởng và Phụ Tá Gia Trưởng, các Huynh Trưởng khác đều do Ban Huynh Trưởng Gia Đình bầu hoặc sắp xếp trong hòa hợp, thương yêu và ý thức trách nhiệm. (Except for the Senior Principal Director and the Assistant Senior Principal Director, the other Huynh Truong are elected by the BYA Leadership Committee or arranged in harmony, love, and sense of responsibility.)

Bên Trên Ban Huynh Trưởng Gia Đình, có một Thầy (Cô) Cố Vấn Giáo Hạnh, và có thể có một hay nhiều Thầy (Cô) Hướng Dẫn Giáo Lý. (Above the BYA Leadership Committee, there is a Dharma Advisor who is a monk or nun, and there may be one or more Dharma Instructors.)

Bên cạnh Ban Huynh Trưởng Gia Đình có một Ban Bảo Trợ. (Beside the BYA Leadership Committee, there is a Board of Sponsors.)

Hoạt Động: Ngành Cựu Huynh Trưởng & Đoàn Sinh Gia Đình Phật Tử Việt Nam tại Hoa Kỳ, hoạt động Trực Hệ với các Ban Hướng Dẫn Gia Đình Phật Tử Việt Nam tại Hoa Kỳ trên phương diện tổ chức và hành chánh; gồm 3 Cấp: (Activities : Former Huynh Truong & Members of the BYA in the US, directly working with the Board of Directors in terms of organization and administration, includes 3 levels:)
Trung Ương: Liên Đoàn. (Central Level: Inter-Division.)
Miền: Đoàn (Regional Level: Division)
Địa Phương: Chi Đoàn (Chúng). (Local Chapter Level: Sub-Division)

Về tinh thần: Nhằm kết hợp Anh Chị Em áo Lam không phân biệt tân hay cựu thành một khối vững chắc - để cùng nhau tiếp tục giữ vững niềm tin đối với Tổ Chức, lòng trung kiên đối với Đạo Pháp và Dân Tộc, cũng như để cùng nhau tu học, hầu sớm hoàn thành Lý Tưởng, Sứ Mệnh và Mục Đích của Gia Đình Phật Tử. (In spirit : To unite the BYA members regardless of the former or current into a solid unit - to together continue to maintain loyalty in the Organization, faith to the Dharma and the Nation as well as to study and practice dharma together, to soon fulfill the Ideal, Mission, and Purpose of the BYA.)

Việc điều hành sinh hoạt thì hoàn toàn chuyên biệt, có Nội Lệ riêng của Ngành Cựu Huynh Trưởng & Đoàn Sinh - thông qua bởi Đại Hội Cựu Huynh Trưởng & Đoàn Sinh Gia Đình Phật Tử Việt Nam tại Hoa Kỳ. (The management of activities is completely specialized, with its own Rules & Regulations of the Inter-Division and Division of Former Huynh Truong and Members of the BYA - approved by the Former Huynh Truong and Members of the BYA at a National Conference in the United States.)

Chỉ đạo và giám sát Gia Đình Phật Tử Việt Nam tại Hoa Kỳ thi hành các Phật sự đúng theo tinh thần các quyết nghị và đường lối mà Đại Hội Huynh Trưởng toàn quốc đã chung quyết. (of guiding and directing the BYA in the United States to carry out Buddhist activities in accordance with the resolutions and guidelines that the National Huynh Truong Conference has adopted.)
Hội Đồng có thể đưa ra kế hoạch và quyết định khẩn cấp để giải quyết Phật sự cấp thiết của Tổ Chức Gia Đình Phật Tử Việt Nam tại Hoa Kỳ, có sự hội ý với Ban Hướng Dẫn Trung Ương Gia Đình Phật Tử Việt Nam tại Hoa Kỳ. (The Council may make urgent plans and decisions to address the urgent needs of the BYA in the US in consultation with the National Board of Directors.)
Hội Đồng có quyền đương nhiên là Hội Đồng Xét Cấp Tấn cho Huynh Trưởng có đủ điều kiện đạo đức, tinh thần phục vụ tổ chức, với đề nghị của Ban Hướng Dẫn Trung Ương. (The Guiding and Oversight Council has the right, of course, to be the Council to consider the Advance Level of promotion for Huynh Truong who have the moral and spiritual conditions to serve the organization, at the proposal of the National Board of Directors.)
Hội Đồng có quyền hạn thành lập Hội Đồng Minh Nghĩa để quyết định khen thưởng Huynh Trưởng xuất sắc hoặc thi hành kỷ luật Huynh Trưởng phạm lỗi qua đề nghị của Ban Hướng Dẫn Trung Ương. 2 . Ban Hướng Dẫn Trung Ương (2 . The National Board of Directors :)
Ban Hướng Dẫn Trung Ương Gia Đình Phật Tử Việt Nam tại Hoa Kỳ điều động các Ban Hướng Dẫn Miền. (The National Board of Directors directs the Regional Boards of Directors of the BYA in the US.)
Thực hiện đúng Nội quy Gia Đình Phật Tử Việt Nam tại Hoa Kỳ. (Strictly follows the Bylaws of BYA in the United States.)
Tổ chức Trại trường hay các lớp huấn luyện Huynh Trưởng, các trại toàn quốc. (Organizes training camps for Huynh Truong nationwide.)
Ban hành các văn kiện hành chánh liên hệ đến toàn bộ sinh hoạt, tu học, và huấn luyện của Gia Đình Phật Tử Việt Nam tại Hoa Kỳ. (Issues administrative documents related to all activities, study, and training of the BYA in the United States.)

B. CẤP MIỀN (B. THE REGIONAL LEVEL)

1 . Ban Huynh Trưởng Tham Vấn (1. Board of Advisors)
Tham vấn cho Ban Hướng Dẫn Miền về mọi sinh hoạt và tu học mỗi khi Ban Hướng Dẫn Miền cần thỉnh ý; có nhiệm vụ và quyền hạn tham gia vào hội đồng Minh Nghĩa của Ban Hướng Dẫn Miền. (Consult the Regional Board of Directors on all BYA activities and dharma practices & training whenever the Regional Board of Directors needs advice; has the duties and powers to participate in the Minh Nghia council of the Regional Board of Directors.)

2 . Ban Hướng Dẫn Miền (2. Regional Board of Directors)
Thi hành chỉ thị của Ban Huớng Dẫn Trung Ương; điều khiển, đôn đốc và kiểm soát các Gia Đình Phật Tử thuộc Miền. (Implements the directives of the National Board of Directors; direct, urge, and supervise the BYA Local Chapters of the Region.)
Báo cáo tình hình sinh hoạt của các Gia Đình Phật Tử thuộc Miền về Ban Hướng Dẫn Trung Ương vào mỗi tam cá nguyệt. (Reports on the activities of BYA in the Region to the National Board of Directors every quarter.)
Liên lạc với các tổ chức Phật Giáo Việt Nam tại địa phương để thông hiểu tình hình Phật sự chung cho Miền và giải quyết những vấn đề liên quan Gia Đình Phật Tử. (Liaises with local Vietnamese Buddhist organizations to understand the general situation of Buddhist activities in the Region and resolve issues related to the BYA.)
Thành lập và công nhận các Gia Đình Phật Tử mới trong Miền. (Establishes and recognizes new BYA local chapters in the Region.)
Tổ chức các Trại Huấn Luyện Huynh Trưởng Sơ Cấp Lộc Uyển, Cấp I A Dục, Đội, Chúng Đàn Trưởng (Anoma, Niliên và Tuyết Sơn) hay trại họp bạn Liên Gia Đình trong Miền. (Organizes Sarnath Training Camp for Huynh Truong of Beginning Level, Asoka Training Camp for Huynh Truong of Preparation Level (Level I), Training Camps for Team Leaders (Anoma, Nilian and Tuyet Son) or Fellowship Camps in the Region.)

C. CẤP GIA ĐÌNH (C. THE LOCAL CHAPTER LEVEL)

1 . Gia Trưởng (1. Senior Principal Director)
Vị này là một Huynh Trưởng, hoặc Cựu Huynh Trưởng, hoặc là một Cư Sĩ từ 50 tuổi trở lên, có uy tín trong tổ chức Phật Giáo Việt Nam tại Địa phương và hiểu biết về Gia Đình Phật Tử, do Ban Huynh Trưởng mời. (This person is a Huynh Truong, Former Huynh Truong, or a lay person aged 50 years or older, reputable in the local Vietnamese Buddhist organization and knowledgeable about the BYA, who is invited by a BYA Leadership Committee.)
Nếu Liên Đoàn Trưởng từ 45 tuổi trở lên có đủ tư cách và uy tín với tổ chức Phật Giáo Việt Nam tại địa phương có thể kiêm nhiệm Gia Trưởng. (If the BYA Principal is 45 years old or older, he or she is qualified and reputable with the local Vietnamese Buddhist organization, he or she can concurrently hold the position of Senior Principal Director.)
Thu nhận đoàn sinh mới vào Gia Đình. (Accepts new members into the BYA Local Chapter.)
Thay mặt Ban Huynh Trưởng về các công việc đối ngoại liên quan đến Gia Đình Phật Tử. Thi hành Nội quy và cùng với Ban Huynh Trưởng chịu trách nhiệm trước Ban Hướng Dẫn Miền. (On behalf of the BYA Leadership Committee on foreign affairs related to the BYA Local Chapter. He or she implements the Rules and together with the BYA Leadership Committee are accountable to the Regional Board of Directors.)

2 . Liên Đoàn Trưởng (2. BYA Principal)
Điều động Ban Huynh Trưởng với sự phụ tá của hai Liên Đoàn Phó đặc trách hai ngành. (Directs the BYA Leadership Committee with the assistance of two BYA Vice Principal who oversee two divisions.)
Thi hành chỉ thị của Ban Hướng Dẫn Miền hay Đại Diện Ban Hướng Dẫn tại Miền. c. Tổ chức các lớp huấn luyện Đội, Chúng và Đàn Trưởng trong Gia Đình. (Carry out the instructions of the Regional Board of Directors or the Representative of the Regional Board of Directors. Organize training camps for Team leaders.)
Tổ chức các cuộc lễ, trại, triển lãm, văn nghệ và công tác xã hội thuộc phạm vi Gia Đình có sự hội ý của Ban Hướng Dẫn Miền hay Đại Diện Ban Hướng Dẫn Trung Ương tại Miền. (Organizing festivals, camps, exhibitions, performing arts, and social services within the scope of the BYA in consultation with the Regional Board of Directors or the Representative of Central Board of Directors in the Region.)
Báo cáo tình hình hoạt động của Gia Đình vào mỗi cuối tam cá nguyệt lên Ban Hướng Dẫn Miền. (Report the performance of the BYA local chapter at the end of each quarter to the Regional Board of Directors.)

3 . Đoàn Trưởng (3. Division Leaders)
Thi hành quyết nghị của Ban Huynh Trưởng, điều động và điều khiển Đoàn của mình với sự phụ tá của Đoàn Phó. (Implement the decisions of the BYA Leadership Committee, direct and control their own division with their Assistants.)
Hoạch định chương trình tu học và hoạt động hàng tháng, hàng tuần cho Đoàn. (Plan monthly and weekly dharma training programs and BYA activities for the division.)
Tổ chức Trại và du ngoạn của Đoàn (có sự chấp thuận của Liên Đoàn Trưởng). (Organize camps and field trips for the members of their division (with the approval of the BYA Principal).)
Chịu trách nhiệm với Liên Đoàn Trưởng. (Are accountable to the BYA Principal.)

4 . Thư Ký (4. Secretary)
Trông nôm, coi sóc và giữ gìn các hồ sơ hành chánh của Gia Đình. (Manages, cares, and maintains administrative records of the members of the BYA Local Chapter.)
Đảm trách nhiệm vụ Thư Ký và lập Biên Bản cho các phiên họp Định kỳ và Bất thường của Ban Huynh Trưởng. (Is responsible of the duties of performing secretary and writing meeting minutes of the regular and extraordinary meetings of the BYA Leadership Committee.)

5 . Thủ Quỹ (5. Treasurer)
Quản lý tài chánh, xuất chi theo quy định. (Manages financial transaction and makes payment according to regulations.)
Quản thủ tài sản, khí mãnh của Gia Đình. (Manages property and assets of the BYA Local Chapter.)
Báo cáo tình hình tài chánh có duyệt khán của Gia Trưởng mỗi tam cá nguyệt. (Reports the financial statements with the review and approval of the Senior Principal Director each quarter.)

6 . Đội Trưởng, Chúng Trưởng, Đàn Trưởng (6. Team Leaders)
Thi hành quyết định của Đoàn Trưởng, điều khiển Đội, Chúng, Đàn của mình với sự trợ tá của Đội, Chúng, Đàn Phó. (Implement the decisions of the Division Leader, control their Team with the help of their Assistant.)
Soạn thảo chương trình sinh hoạt hàng tuần của Đội, Chúng, Đàn (dựa theo chương trình của Đoàn). (Prepare weekly activities program of the Team, (based on the program of the Division).)
Chịu trách nhiệm với Đoàn Trưởng. (Are accountable to their Division Leader.)

ĐIỀU 8: DANH HIỆU GIA ĐÌNH (ARTICLE 8: NAME OF THE BYA LOCAL CHAPTER)

Danh hiệu Gia Đình Phật Tử do Ban Huynh Trưởng chọn lựa và được Ban Hướng Dẫn Miền chấp thuận. (The name of the BYA Local Chapter is chosen by the BYA Leadership Committee and approved by the Regional Board of Directors.)

ĐIỀU 9: ĐẠI HỘI (ARTICLE 9: CONFERENCE & MEETING)

A. CẤP TRUNG ƯƠNG (A. THE CENTRAL LEVEL)
Cứ bốn năm một lần có Đại Hội Huynh Trưởng Gia Đình Phật Tử toàn quốc, để: rút ưu khuyết điểm sinh hoạt trong các năm qua, và hoạch định các đề án Phật sự trong những năm tới; đồng thời, để cung thỉnh quý Thầy Cô vào Hội Đồng Cố Vấn Giáo Hạnh và thỉnh mời Huynh Trưởng bổ sung vào Hội Đồng Chỉ Đạo và Giám Sát nếu có khiếm khuyết, cũng như để bầu lại Ban Hướng Dẫn Trung Ương nhiệm kỳ mới. Ngày Đại Hội phải được Ban ướng Dẫn Trung Ương tổ chức chậm nhất là một (1) tháng trước ngày mãn nhiệm kỳ của Ban Hướng Dẫn đương nhiệm. Đại Hội này chỉ định Ban Hướng Dẫn Miền tổ chức Đại Hội kỳ tới. (Every four years, there is a National Huynh Truong Conference of the BYA, to review and learn about skillful and unskillful activities in the past years, and plan Buddhist projects in the coming years; at the same time, to invite the Buddhist monks or nuns to join the Central Religious Advisory Council and invite the Huynh Truong to the Guiding and Oversight Council if there is any missing, as well as to elect a new National Board of Directors for a new term. The date of the National Huynh Truong Conference must be announced by the National Board of Directors, and it shall be held no later than one (1) month prior to the expiration of the term of office of the incumbent National Board of Directors. This Conference appoints the Regional Board of Directors to organize the next National Huynh Truong Conference.)
Ban Hướng Dẫn Trung Ương ít nhất một năm họp thường niên một lần để kiểm điểm những công tác đã thực hiện và hoạch định công tác mới. (The National Board of Directors meets at least once a year to review the projects done and plan new projects.)
Trong những trường hợp khẩn cấp, Ban Hướng Dẫn Trung Ương có thể triệu tập Phiên Họp Bất Thường hay Đại Hội Thu Hẹp. (In urgent cases, the National Board of Directors may convene an Extraordinary Session or a Reduced National Huynh Truong Conference.)

B. CẤP MIỀN (B. THE REGIONAL LEVEL)
Cứ bốn (4) năm một lần có Đại Hội Huynh Trưởng Gia Đình Phật Tử Miền, để rút ưu khuyết điểm sinh hoạt trong các năm qua, và hoạch định các đề án Phật sự trong những năm tới; đồng thời, bầu Ban Hướng Dẫn mới và chuẩn bị tham dự Đại Hội Gia Đình Phật Tử toàn quốc. (Every four (4) years, there is a Regional Huynh Truong Conference of the BYA of the Region, to review and learn about skillful and unskillful activities in the past years, and plan Buddhist projects in the coming years; at the same time, to elect a new Regional Board of Directors and prepare to attend the National Huynh Truong Conference.)
Hàng năm phải có một buổi họp để kiểm điểm sinh hoạt các Gia Đình Phật Tử trong năm qua, dự thảo chương trình hoạt động chung cho các Gia Đình trong năm tới. (An annual meeting must be held to review the activities of the BYA local chapters in the past year and draft a joint program of activities for the BYA local chapters in the Region in the coming year.)
Trong những trường hợp khẩn cấp, Ban Hướng Dẫn Miền có thể triệu tập Phiên Họp Bất Thường hay Đại Hội Thu Hẹp Cấp Miền. (In urgent cases, the Regional Board of Directors may convene an Extraordinary Session or a Reduced Regional Huynh Truong Conference.)

C. CẤP GIA ĐÌNH (C. THE LOCAL CHAPTER LEVEL)
Mỗi tháng Ban Huynh Trưởng Gia Đình họp một lần để kiểm điểm công việc của Gia Đình trong tháng và hoạch định chương trình cho tháng tới. (The BYA Leadership Committee meets once a month to review the projects of the BYA local chapter for the month and plan the program for the next month.)
Mỗi tam cá nguyệt (thay buổi họp hàng tháng) Ban Huynh Trưởng họp một lần để kiểm điểm công việc và hoạch định chương trình sinh hoạt cho tam cá nguyệt tới. (Every quarter (instead of the monthly meeting) the BYA Leadership Committee meets once to review the projects and plan activities for the next quarter.)
Mỗi năm (thay buổi họp hàng tháng và tam cá nguyệt) có một buổi họp thường niên của Ban Huynh Trưởng Gia Đình. (Every year (instead of the monthly and quarterly meeting), there is an annual meeting of the BYA Leadership Committee.)

ĐIỀU 10: TÀI SẢN (ARTICLE 10: ASSETS)

Tất cả tài sản (gồm Động Sản và Bất Động Sản) do tạo mãi hay được hiến tặng đều thuộc quyền sở hữu chung của Tổ Chức Gia Đình Phật Tử Việt Nam tại Hoa Kỳ và đều dùng một tên chung là the Vietnamese Buddhist Youth Association in the USA. (All assets (including movable property and real estate) that are created or donated are jointly owned by the Vietnamese Buddhist Youth Association in the United States and are under the common name of the BYA in the USA.)

Các Kỳ Hiệu, Cấp Hiệu và Huy Hiệu cùng một thể thức do Ban Hướng Dẫn Trung Ương ấn định và phát hành. (The Flags, Levels, and Badges are of the same format as determined and issued by the National Board of Directors.)

CHÀO KÍNH (SALUTE)
Cách Chào của Gia Đình Phật Tử là Ấn Cát Tường - bàn tay mặt ngửa về phía trước, đưa ngang vai, cánh ngoài thẳng dọc với ngón cái giữ lấy ngón đeo nhẫn; chỉ áp dụng khi mặc đồng phục Gia Đình Phật Tử. (The salute of members of the BYA is Surya Mudra (Ấn Cát Tường) - the hand is facing forward, shoulder-width apart, the outer wing is vertical with the thumb holding the ring finger; only applicable when wearing the BYA uniform.)

ĐIỀU 13: ĐỒNG PHỤC (ARTICLE 13: THE BYA UNIFORM)

MÀU SẮC (COLORS) : Áo màu lam, quần màu xanh nước biển. (Gray shirt, navy blue pants.)

Sinh hoạt mùa hè: Sơ mi tay ngắn, cổ bẻ, cầu vai, hai túi có nắp. Quần sọt xanh nước biển, hai túi sau nổi có nắp. Mũ Tứ Ân. Thắt lưng màu nâu hay đen, giày màu đen và vớ màu lam (Huynh Trưởng vớ cao, thanh thiếu & Oanh Vũ vớ thấp) đồng nhất trong Đoàn. (a. Summer Uniform: Short-sleeve shirt, collar, shoulder straps, two flap pockets. Navy blue shorts, two prominent back pockets. Four Debts of Gratitude Hat (Mũ Tứ Ân). black or brown belt, black shoes and gray socks (Huynh Truong with tall socks, young adults, teenagers & children with short socks) are identical in the division.)

Nữ Huynh Trưởng, Nữ Phật Tử và Thiếu Nữ (Female Huynh Truong, Young Adults, and Teenagers)

Nam Oanh Vũ (Male Children)
Sinh hoạt mùa hè: Áo sơ mi tay ngắn có cầu vai, không túi, quần sọt, hai túi sau nỗi, có nắp, có dây treo. Mũ bê rê hay mũ rộng vành chóp tròn (tùy theo địa phương nhưng cốt đồng nhất cho Đoàn). (Summer Uniform: Short-sleeved shirt with shoulder straps, no pockets, shorts, two back pockets, with discharge, with hanging straps. Beret hat or wide-brimmed hat (depending on the locality, but the core is uniform for the Division).)
Sinh hoạt mùa lạnh: Áo sơ mi tay dài, có cầu vai, không túi. Quần tây dài, hai túi sau chìm có nắp, có dây treo. Mũ bê rê hay mũ rộng vành chóp tròn (tùy theo địa phương nhưng cốt đồng nhất cho mỗi Đoàn). (Cold Season Uniform: Long-sleeve shirt with shoulder straps, no pockets. Nữ Oanh Vũ (Female Children)
Sinh hoạt mùa hè: Sơ mi tay ngắn phồng, cổ xoay tròn, không túi. Váy dài quá đầu gối. Mũ hay nón (tùy theo địa phương, nhưng cốt cho đồng nhất trong một Đoàn). (Summer Uniform: Puff-sleeve shirt, round neck, no pockets. Blue dress is past the knee length. Hats (depending on the locality, but the core part is for uniformity in a division).)
Sinh hoạt mùa lạnh: Sơ mi tay phồng dài, cổ xoay tròn, không túi. Quần tây dài, hai túi sau chìm có nắp, có dây treo. Mũ bê rê hay mũ lưỡi trai (tùy theo địa phương nhưng cốt cho đồng nhất trong một Đoàn). (Cold Season Uniform: Long puff-sleeve shirt, round neck, no pockets. Long navy-blue trousers, two sunken back pockets with flaps, with hanging straps. Beret or hat (depending on the locality but intended to be uniform in the division).)

LỄ PHỤC (CEREMONIAL UNIFORMS)
Nam Huynh Trưởng, Nam Phật Tử và Thiếu Nam: Sơ mi và quần tây dài như sinh hoạt mùa lạnh, thêm áo vét và cà vạt màu xanh nước biển. (Male Huynh Truong, Young Adults, and Thieu Nam: Long sleeve shirt and navy-blue trouser, like cold season uniform, add a tie and a blue jacket if Huynh Truong.)
Nữ Huynh Trưởng, Nữ Phật Tử và Thiếu Nữ: Áo dài màu lam, quần dài trắng, thêm áo vét màu xanh nước biển nếu mùa lạnh. (Female Huynh Truong, Young Adults, and Teenagers: Gray long-dress (Áo dài lam), white long pants, add a navy-blue jacket if Huynh Truong and cold season.)
Oanh Vũ Nam, Nữ: Như đồng phục sinh hoạt. (Children: As the BYA uniform.)
Đồng phục và huy hiệu trên chỉ được dùng trong các sinh hoạt của gia đình phật tử và những ngày lễ của các cơ sở Phật Giáo địa phương, trong những buổi cắm trại và buổi họp. (The BYA uniforms and badges are only used during activities of the BYA, the holidays/ceremonies of the local Buddhist organizations, and BYA camps & gatherings.)

ÁO ẤM (WINTER COATS)
Ban Hướng Dẫn Trung Ương nghiên cứu, thực hiện và phát hành một kiểu áo ấm mùa đông thích hợp cho mỗi ngành. (The National Board of Directors have researched and developed a suitable winter coat style for each DIVISION.)

CONDITIONS FOR ESTABLISHMENT OF A LOCAL CHAPTER

ĐIỀU 14: ĐIỀU KIỆN THÀNH LẬP GIA ĐÌNH PHẬT TỬ (ARTICLE 14: CONDITIONS FOR ESTABLISHMENT OF THE BYA LOCAL CHAPTER)

Tại các địa phương có thể tùy nghi thành lập Gia Đình Phật Tử không phân biệt khu vực. (Localities can freely establish a BYA Local Chapter regardless of region.)
Đoàn quán đặt nơi nào thì liên lạc với tổ chức Phật Giáo sở tại. (The BYA Local Chapter Office shall be in the local Buddhist Organization that the Local Chapter carries out the BYA activities.)
Mỗi Gia Đình ít nhất có Hai (2) Huynh Trưởng đã dự lớp Huấn Luyện mới được thành lập. (Each BYA Local Chapter must have at least Two (2) Huynh Truong who attended the Training Camps.)

A. Trường hợp đã có một Ban Hướng Dẫn Miền (A. In the presence of a Regional Board of Directors)
Phải có giấy ủy nhiệm của Ban Hướng Dẫn Miền. (1. A letter of authorization from the Regional Board of Directors is required.)
Sau sáu (6) tháng hoạt động điều hòa, mới được Ban Hướng Dẫn Miền chính thức thừa nhận. (2. After six (6) months of conditioning and harmonizing the BYA Local Chapter activities, the establishment of the Local Chapter is now officially recognized by the Regional Board of Directors.)

B. Trong trường hợp chưa có Ban Hướng Dẫn Miền (B. In the absence of a Regional Board of Directors)
Phải có giấy ủy nhiệm của Ban Hướng Dẫn Trung Ương. (1. A letter of authorization from the National Board of Directors is required.)
Phải trình giấy ủy nhiệm này cho tổ chức Phật Giáo sở tại giúp đỡ. (2. This letter of authorization must be presented to the local Buddhist organization for the help of establishing.)
Gia Đình Phật Tử đã thành lập đúng theo Điều Sáu mục C về cấp Gia Đình , Huynh Trưởng phải báo cáo cho Tổ Chức Phật Giáo sở tại và Ban Hướng Dẫn Trung Ương biết. (3. A BYA Local Chapter established in accordance with Article Six, Section C on the Local Chapter level, the Huynh Truong must report to the local Buddhist Organization and the National Board of Directors.)
Sau sáu (6) tháng sinh hoạt điều hòa, mới được Ban Hướng Dẫn Trung Ương chính thức thừa nhận. (4. After six (6) months of conditioning and harmonizing the BYA Local Chapter activities, the establishment of the Local Chapter is now officially recognized by the National Board of Directors.)

ĐIỀU 15: KHUÔN DẤU (ARTICLE 15: SEAL)

Chỉ có bốn cấp có khuôn dấu: Hội Đồng Chỉ Đạo và Giám Sát, Trung Ương, Miền và Gia Đình. (Only four levels have a seal: The Guiding and Oversight Council, The Central Level, The Regional Level, and The Local Chapter Level.)
Kiểu và khuôn dấu cho mỗi cấp do Ban Hướng Dẫn Trung Ương ấn định. (The form and design of the seal for each Level are determined by the National Board of Directors.)

ĐIỀU 16: ĐIỀU KIỆN GIA NHẬP (ARTICLE 16: BYA MEMBERSHIP)

Muốn gia nhập Gia Đình, phải có đơn của phụ huynh xin Gia Trưởng (có mẫu in sẵn tại Gia Đình). Nếu là một Nam Phật Tử hay Nữ Phật Tử (18 tuổi trở lên) thì đơn xin gia nhập phải có hai Đoàn viên giới thiệu. (A. To join a BYA local chapter, a parent's signed application is required (printed form is available at the Local Chapter Office). If an individual is a Male Buddhist or Female Buddhist (18 years or older), addition to the individual’s signed application, two members of the BYA local chapter must introduce that individual.)

B. Sau Ba (3) tháng sinh hoạt liên tục, nếu được Đoàn Trưởng xác nhận đủ điều kiện, Đoàn sinh mới được làm lễ phát nguyện và được Ban Huynh Trưởng công nhận là Đoàn sinh chính thức của Gia Đình. (B. After three (3) months of having continuous activities, if it is confirmed by the Division Leader that all conditions are met, the new members will be able to make a vow and be recognized by the BYA Leadership Committee as the official member of the BYA in the US.)

ĐIỀU 17: THẺ ĐOÀN VIÊN (ARTICLE 17: MEMBERSHIP CARD)

Đoàn viên chính thức của Gia Đình Phật Tử Việt Nam tại Hoa Kỳ sẽ được cấp một thẻ Đoàn Viên. Hình thức do Ban Hướng Dẫn Trung Ương ấn định. (Official members of the BYA in the United States will be issued with a membership card. The format is determined by the National Board of Directors.)

ĐIỀU 18: KỶ LUẬT (ARTICLE 18: DISCIPLINE)

A. Huynh Trưởng (A. Huynh Truong)
Huynh Trưởng phạm kỷ luật sẽ chiếu Quy Chế Huynh Trưởng thi hành. (The Huynh Truong who violates the rules (the codes of conduct) will subject to the Huynh Truong Regulations for the discipline.)

B. Đoàn Sinh (B. Other Members)
Lý do cho nghỉ sinh hoạt tạm thời hay vĩnh viễn (1. Reason for temporary or permanent leave)
Không đi họp luôn ba buổi liên tiếp mà Phụ Huynh không xin phép. (a. Do not attend three meetings in a row without the parent's permission.)
Làm tổn hại đến thanh danh Gia Đình Phật Tử. (b. Damage to the reputation of the BYA.)
Thủ tục cho nghỉ sinh hoạt (2. Procedures for taking the leave from BYA activities)
Quyết định cho nghỉ sinh hoạt tạm thời hay vĩnh viễn là do Gia Trưởng với sự chấp thuận của hai phần ba Huynh Trưởng trong Ban Huynh Trưởng. (a. The decision to suspend BYA activities temporarily or permanently is made by the Senior Principal Director with the approval of two-thirds of the Huynh Truong on the BYA Leadership Committee.)
Riêng danh sách các Đoàn sinh đã bị cho nghỉ vĩnh viễn phải được thông báo cho Ban Hướng Dẫn Miền để chỉ thị các Gia Đình Phật Tử Miền không được thu nhận. (b. Particularly, the list of Youth Unions who have been permanently suspended must be notified to the Regional Guidance Board to instruct the Regional Buddhist Families not to be admitted.)
Bồi thường (3. Compensation)
Đoàn sinh bị cho nghỉ sinh hoạt vĩnh viễn thì sẽ không còn danh nghĩa và sẽ không được quyền đòi hỏi một điều kiện bồi thường nào cả. (BYA members who are permanently suspended from their activities will no longer have their BYA membership and will not be entitled to any conditions of compensation.)

ĐIỀU 19: NGƯNG HOẠT ĐỘNG - GIẢI TÁN (ARTICLE 19: DISCONTINUATION – DISSOLUTION)

A. Ngưng Hoạt Động (A. Discontinued)
1. Mọi sự ngưng hoạt động của một Gia Đình Phật Tử phải được hai phần ba (2/3) số Huynh Trưởng biểu quyết với sự thỏa thuận của Ban Hướng Dẫn Miền. (1. Any discontinuance of a BYA Local Chapter must be voted on by two-thirds (2/3) of the number of BYA Leadership Committee with the agreement of the Regional Board of Directors.)
2. Mọi sự ngưng hoạt động của Ban Hướng Dẫn Miền phải được hai phần ba (2/3) số Huynh Trưởng biểu quyết với sự chấp thuận của Ban Hướng Dẫn Trung Ương. (2. Any discontinuance of the Regional Board of Directors must be voted on by two-thirds (2/3) of the Board of Directors with the approval of the National Board of Directors.)
3. Mọi sự ngưng hoạt động của Ban Hướng Dẫn Trung Ương phải do Đại Hội Huynh Trưởng toàn quốc quyết định. (3. Any suspension of the National Board of Directors must be decided by a National Huynh Truong Conference.)

B. Giải Tán (B. Dissolution)
1. Những Gia Đình Phật Tử không sinh hoạt đúng Nội Quy của Gia Đình Phật Tử Việt Nam tại Hoa Kỳ sẽ do Ban Hướng Dẫn Miền quyết định cho tạm ngưng hoạt động hay giải tán sau khi điều tra và lập báo cáo gởi về Ban Hướng Dẫn Trung Ương với ý kiến của tổ chức Phật Giáo địa phương. (1. The BYA Local Chapters who do not operate in accordance with the By-laws of the Vietnamese Buddhist Youth Association in the United States will be decided by the Regional Board of Directors to suspend or dissolve after investigating and making a report to the National Board of Directors with the opinion of the local Buddhist organization.)
2. Chỉ có Ban Hướng Dẫn Trung Ương mới có quyền giải tán Ban Hướng Dẫn Miền. (2. Only the National Board of Directors has the power to dissolve the Regional Board of Directors.)
3. Những Gia Đình hay Ban Hướng Dẫn Miền bị giải tán, các vật dụng và tài chánh đều phải giao lại cho cấp trên của mình theo hệ thống dọc. (3. When BYA Local Chapters or Regional Board of Directors are dissolved, supplies and finances must be returned to their superiors according to the vertical system.)

ĐIỀU 20: SỬA ĐỔI NỘI QUY (ARTICLE 20: AMENDMENT OF THE BY-LAWS)

Mọi sự sửa đổi Nội Quy này phải do Đại Hội Huynh Trưởng Gia Đình Phật Tử Việt Nam tại Hoa Kỳ quyết định. (Any amendment to the By-laws must be decided by the National Huynh Truong Conference in the United States.)

▪ Bản tu chính và dự thảo Nội Quy Gia Đình Phật Tử Việt Nam tại Hoa Kỳ được thông qua trong phiên họp thường niên của Ban Điều Hợp Trung Ương Gia Đình Phật Tử Việt Nam tại Hoa Kỳ, ngày 20/04/1984, tại Chùa Việt Nam, Orange County, California. (▪ Amendment and draft the By-laws of the Vietnamese Buddhist Youth Association in the United States were adopted during the annual meeting of the Central Coordinating Committee of Vietnam Buddhist Youth Association in the United States, on April 20, 1984, at the Buddhist Vietnam Temple, Orange County, California.)

CHƯƠNG MỞ ĐẦU (PREFACE)
SỨ MỆNH HUYNH TRƯỞNG (MISSION OF HUYNH TRUONG)

• Nghĩ rằng trong một đoàn thể, các cán bộ điều khiển đóng vai trò cốt cán và liên quan ảnh hưởng đến sự thịnh suy của tổ chức. (Thinking that in an organization, leaders play a key role and are involved in influencing the growth and decline of the organization.)
• Nghĩ rằng trong sứ mệnh giáo dục thanh thiếu nhi, Huynh Trưởng Gia Ðình Phật Tử tự khoác vào mình tính chất đặc thù mà khả năng và đạo đức không thể tách rời, tri thức và kinh nghiệm phải được thực hiện nương nhau. (Thinking that in the mission of educating youths, the Huynh Truong of the BYA has put on their own unique character that ability and morality cannot be separated; knowledge and experience must be implemented side by side.)
• Nghĩ rằng với quá khứ 30 năm tiến triển tại Hoa Kỳ, Huynh Trưởng Gia Ðình Phật Tử đã chịu đựng một cách xứng đáng để giữ vững và phát triển tổ chức. (Thinking that with 30 years of progress in the United States, the Huynh Truong of the BYA has endured well to maintain and grow the organization.)

Do đó, Quy chế Huynh Trưởng này được thiết lập để thăng tiến tổ chức (Chương I), để san định bổn phận, trách nhiệm và quyền hạn Huynh Trưởng (Chương II), để thống nhất tư tưởng, ý chí, hành động của Huynh Trưởng (Chương III) và để liên kết Huynh Trưởng lại thành một khối (Chương IV). (Therefore, these Regulations are established to promote the organization (Chapter I), to define the duties, responsibilities, and powers of the Huynh Truong (Chapter II), to unify thoughts, wills, and actions of the Huynh Truong (Chapter III), and to unite the Huynh Truong together as one unit (Chapter IV).)

CHAPTER 1
HUYNH TRUONG OF BYA

MỤC I: HUYNH TRƯỞNG (SECTION I: HUYNH TRUONG)

ĐIỀU 1: ĐỊNH DANH (ARTICLE 1: IDENTIFICATION)

Huynh Trưởng Gia Đình Phật Tử là thành phần trọng yếu, nồng cốt của Gia Đình Phật Tử; là những Anh, Chị đã, đang cầm Đoàn và điều hành sinh hoạt tại Đơn Vị Gia Đình, hoặc giữ các nhiệm vụ trong các Ban Hướng Dẫn Miền hay Ban Hướng Dẫn Trung Ương. (The Huynh Truong of the BYA is an important and fundamental part of the BYA; These are brothers and sisters who have been leading the divisions and operating activities at the Local Chapter or holding positions in the Regional Board Directors or the National Board of Directors.)

ĐIỀU 2: HUYNH TRƯỞNG THỰC THỤ (ARTICLE 2: HUYNH TRUONG IN-TRAINING)

Để được công nhận là Huynh Trưởng Thực Thụ của Gia Đình Phật Tử, các thành viên sau: (To be recognized as Huynh Truong in-training of the BYA, the following members must be:)
a. Đoàn Sinh vốn là Ngành Thiếu, từ 18 tuổi trở lên, đã vượt bậc Sơ Thiện và trúng cách Trại Huấn Luyện Anoma - Ni Liên; hay (a. A BYA member, who is in a teenager division, from 18 years of age or older, has surpassed the Explore Level of the dharma studies and completed the Anoma - Ni Lien Training Camp for Team Leaders; or)
b. Đoàn Sinh vốn là Ngành Thanh (Nam Nữ Phật Tử) từ 19 tuổi trở lên, sinh hoạt trong Đoàn trên 1 năm; hoặc (b. A BYA member is in a young adult division (Male and Female Buddhist) from 19 years old or older, has been the member for more than 1 year; or)
c. Nam Nữ Thanh Niên từ 20 tuổi trở lên được Gia Đình Phật Tử mời hay hai Huynh Trưởng giới thiệu. (c. Men and women aged 20 years or older who are invited by the Local BYA Chapter or introduced by two Huynh Truong.)

Cần phải: (Need to :)
a. Vượt qua Chương Trình Tu Học Trường Kỳ Huynh Trưởng - Bậc Kiên. (a. Pass the Endurant Level of the Huynh Truong continuing studies.)
b. Đã trúng cách Trại Huấn Luyện Huynh Trưởng Sơ Cấp Lộc Uyển. (b. Complete the Sarnath Leadership Training Camp.)
c. Đã Quy Y Tam Bảo, Thọ Giới và phát nguyện làm Huynh Trưởng . (c. Take refuge in the Three Jewels, have the Precepts acceptance, and make a vow to be a Huynh Truong.)

ĐIỀU 3: HUYNH TRƯỞNG CÓ CẤP - CẤP BẬC (ARTICLE 3: HUYNH TRUONG WITH RANK)

Tất cả Huynh Trưởng Thực Thụ - tùy theo thời gian thâm niên, trình độ Tu học, các Trại Huấn Luyện đã qua, cũng như đạo đức, kiến thức, khả năng chuyên môn v.v... đều được xếp vào các Cấp Huynh Trưởng theo thứ tự Cấp Bậc: sơ cấp - Tập - Tín - Tấn - Dũng. (All Huynh Truong - depending on seniority, the Huynh Truong continuing studies, past Leadership Training Camps, as well as ethics, knowledge, specialty, etc. The Order of the Ranks (Levels) of Huynh Truong will be designated as follows: Primary Level – Preparatory Level - Trust Level – Advance Level – Courage Level.)

MỤC II: CẤP SƠ CẤP (SECTION II: THE PRIMARY LEVEL)

ĐIỀU 4: ĐIỀU KIỆN ĐỂ ĐƯỢC ĐỀ NGHỊ XÉT, XẾP CẤP - SƠ CẤP (ARTICLE 4: CONDITIONS TO BE RECOMMENDED, RANKED FOR THE PRIMARY LEVEL)

a. Ít nhất là Một (01) năm sau ngày Phát Nguyện Làm Huynh Trưởng Thực Thụ. (a. At least one (01) year after the Day of Vowing to be a Huynh Truong in-training.)
b. Có 20 tuổi trở lên. (b. Must be 20 years or older.)
c. Có Đạo Đức và Tư Cách đứng đắn, cũng như Tinh Thần và Thiện Chí phục vụ Tổ Chức. (c. Having good Ethics and Right Conduct, as well as Spirit and Goodwill to serve the Organization.)
d. Đã vượt qua Chương trình Tu Học Trường Kỳ Huynh Trưởng Bậc Kiên và Trúng cách Trại Huấn Luyện Huynh Trưởng Sơ Cấp Lộc Uyển. (d. Passed the Endurant Level of the Huynh Truong continuing studies and completed the Sarnath Leadership Training Camp.)

ĐIỀU 5: THỂ THỨC XÉT, XẾP CẤP - SƠ CẤP (ARTICLE 5: REVIEW PROCEDURE FOR PROMOTION TO THE PRIMARY LEVEL)

Ban Huynh Trưởng Cấp Gia Đình đề nghị lên Ủy Ban Quản Trị Huynh Trưởng Cấp Miền Xét Duyệt và Ban Hướng Dẫn Miền ban hành Quyết Định Xếp vào hàng Huynh Trưởng Sơ Cấp và tổ chức Lễ Thọ Cấp. (The Local BYA Leadership Committee recommends the promotion of Huynh Truong to the Commissioner of the Regional Internal Affairs for review, and the Regional Board of Directors issues a Decision to classify as a Huynh Truong of the Primary Level and holds an Inauguration Ceremony.)

MỤC III: CẤP TẬP (SECTION III: THE PREPARATORY LEVEL)

ĐIỀU 6: ĐIỀU KIỆN ĐỂ ĐƯỢC ĐỀ NGHỊ XÉT CẤP TẬP (ARTICLE 6: CONDITIONS TO BE RECOMMENDED, RANKED FOR THE PREPARTORY LEVEL)

a. Phải là Huynh Trưởng đã có trên Ba (03) năm sinh hoạt Cấp - Sơ Cấp. (a. Must be a Huynh Truong with the rank of the Primary Level for more than three (03) years.)
b. Có 24 tuổi trở lên. (b. Must be 24 years old or older.)
c. Có Đạo Đức và Tư Cách đứng đắn, cũng như Tinh Thần và Thiện Chí phục vụ Tổ Chức. (c. Having good Ethics and Right Conduct, as well as Spirit and Goodwill to serve the Organization.)
d. Đã vượt qua Chương trình Tu Học Trường Kỳ Huynh Trưởng Bậc Trì và Trúng cách Trại Huấn Luyện Huynh Trưởng Cấp I A Dục. (d. Passed the Observant Level of the Huynh Truong continuing studies and completed the Asoka Leadership Training Camp.)

ĐIỀU 7: THỂ THỨC XẾP CẤP TẬP (ARTICLE 7: REVIEW PROCEDURE FOR PROMOTION TO THE PREPARATORY LEVEL)

Ban Huynh Trưởng Cấp Gia Đình đề nghị lên Ủy Ban Quản Trị Huynh Trưởng Cấp Miền Xét Duyệt và Ban Hướng Dẫn Miền ban hành Quyết Định Xếp vào hàng Huynh Trưởng Cấp Tập và tổ chức Lễ Thọ Cấp. (The Local BYA Leadership Committee recommends the promotion of Huynh Truong to the Commissioner of the Regional Internal Affairs for review, and the Regional Board of Directors issues a Decision to classify as a Huynh Truong with the rank of the Preparatory Level and holds an Inauguration Ceremony.)

MỤC IV: CẤP TÍN (SECTION IV: THE TRUST LEVEL)

ĐIỀU 8: ĐIỀU KIỆN ĐỂ ĐƯỢC ĐỀ NGHỊ XÉT CẤP TÍN (ARTICLE 8: CONDITIONS TO BE RECOMMENDED, RANKED FOR THE TRUST LEVEL)

a. Phải là Huynh Trưởng đã có trên Sáu (06) năm sinh hoạt Cấp Tập. (a. Must be a Huynh Truong with the rank of the Preparatory Level for more than six (06) years.)
b. Có tối thiểu là 30 tuổi đời. (b. Must be a minimum of 30 years of age.)
c. Có Đạo Đức và Tư Cách đứng đắn, cũng như Tinh Thần và Thiện Chí phục vụ Tổ Chức. (c. Having good Ethics and Right Conduct, as well as Spirit and Goodwill to serve the Organization.)
d. Đã vượt qua Chương trình Tu Học Trường Kỳ Huynh Trưởng Bậc Định và trúng cách Trại Huấn Luyện Huynh Trưởng Cấp II Huyền Trang. (d. Passed the Determinant Level of the Huynh Truong continuing studies and completed the Xuanzang Leadership Training Camp.)

ĐIỀU 9: THỂ THỨC XẾP CẤP TÍN (ARTICLE 9: REVIEW PROCEDURE FOR PROMOTION TO THE TRUST LEVEL)

a. Ban Huynh Trưởng Cấp Gia Đình đề nghị lên Ủy Ban Quản Trị Huynh Trưởng Miền xét duyệt hồ sơ, bình và đề nghị lên Ban Hướng Dẫn Trung Ương Xét và Xếp Cấp. (The Local BYA Leadership Committee recommends the promotion of Huynh Truong to the Commissioner of the Regional Internal Affairs for review, and the Regional Board of Directors reviews, comments and recommends the Huynh Truong further to the Central Board of Directors for consideration.)
b. Ban Hướng Dẫn Trung Ương ban hành Quyết Định công nhận vào hàng Huynh Trưởng Cấp Tín. (The Central Board of Directors issues a Decision to classify as a Huynh Truong with the rank of the Trust Level.)
c. Ban Hướng Dẫn Miền tổ chức Lễ Thọ Cấp. (The Regional Board of Directors holds an Inauguration Ceremony.)

MỤC V: CẤP TẤN (SECTION V: THE ADVANCE LEVEL)

ĐIỀU 10: ĐIỀU KIỆN ĐỂ ĐƯỢC ĐỀ NGHỊ XÉT CẤP TẤN (ARTICLE 10: CONDITIONS TO BE RECOMMENDED, RANKED FOR THE ADVANCE LEVEL)

a. Phải là Huynh Trưởng đã có trên Mười (10) năm sinh hoạt cấp Tín, có tối thiểu 40 tuổi đời và 20 năm làm Huynh Trưởng. (a. Must be a Huynh Truong with the rank of the Trust Level for more than ten (10) years, at least 40 years of age, and 20 years as a Huynh Truong.)
b. Là Ban Viên Ban Hướng Dẫn Miền hoặc Trung Ương. (b. Can serve as a Member of the Regional Board of Directors or Central Board of Directors.)
c. Có Đạo Đức và Tư Cách đứng đắn, cũng như Tinh Thần và Thiện Chí phục vụ Tổ Chức. (c. Having good Ethics and Right Conduct, as well as Spirit and Goodwill to serve the Organization.)
d. Đã vượt qua Chương trình Tu Học Trường Kỳ Huynh Trưởng Bậc Lực và trúng cách Trại Huấn Luyện Huynh Trưởng Cấp III Vạn Hạnh. (d. Passed the Strength Level of the Huynh Truong continuing studies and completed the Van Hanh Leadership Training Camp.)

ĐIỀU 11: THỂ THỨC XẾP CẤP TẤN (ARTICLE 11: REVIEW PROCEDURE FOR PROMOTION TO THE ADVANCE LEVEL)

a. Hội Đồng Huynh Trưởng trên Cấp tại Cấp Miền Xét hồ sơ, bình nghị và gởi lên Ban Hướng Dẫn Trung Ương để có ý kiến và đề nghị. (a. The Senior Huynh Truong Council at the Regional Level reviews the files, makes comments, and sends them to the Central Board of Directors for comments and suggestions.)
b. Ban Hướng Dẫn Trung Ương đúc kết và chuyển trình Hội Đồng Chỉ Đạo & Giám Sát GĐPT/VN tại Hoa Kỳ, để Xét Duyệt Hồ Sơ, Bình Nghị , Xét và Xếp Cấp. (b. The Central Board of Directors summarizes and submits the recommendations to the Guiding and Oversight Council for review, consideration, and ranking.)
c. Ban Hướng Dẫn Trung Ương ban hành Quyết Định công nhận vào hàng Huynh Trưởng Cấp Tấn và tổ chức Lễ Thọ Cấp. (c. The Central Board of Directors issues the Decision on recognition of a Huynh Truong with the rank of the Advance Level and holds an Inauguration Ceremony.)

MỤC VI: CẤP DŨNG (SECTION VI: THE COURAGE LEVEL)

ĐIỀU 12: ĐIỀU KIỆN ĐỂ ĐƯỢC ĐỀ NGHỊ XÉT CẤP DŨNG (ARTICLE 12: CONDITIONS TO BE RECOMMENDED, RANKED FOR THE COURAGE LEVEL)

a. Phải là Huynh Trưởng sinh hoạt 15 năm cấp Tấn, có tối thiểu 55 tuổi đời và 35 năm làm Huynh Trưởng. (a. Must be a Huynh Truong with the rank of the Advance Level for more than 15 years, at least 55 years of age, and 35 years as a Huynh Truong.)
b. Có Đạo Đức và Tư Cách đứng đắn, có nhiều thành tích hy hiến cho Tổ Chức Gia Đình Phật Tử. (b. Having good ethics and right conduct, with many achievements in the BYA.)
c. Trình bày luận án do Viện Hóa Đạo, Giáo Hội Phật Giáo Việt Nam Thống Nhất chấp thuận, hoặc là một dự án được Hội Đồng Cố Vấn Giáo Hạnh Gia Đình Phật Tư Việt Nam tại Hoa Kỳ chấp thuận (Hội Đồng này do Hội Đồng Chỉ Đạo và Giám Sát mời). (c. Present a dissertation approved by the Institute for the Propagation of the Dharma, the Unified Buddhist Church of Vietnam, or a project approved by the Central Religious Advisory Council (This Council is invited by the Guiding and Oversight Council).)

ĐIỀU 13: THỂ THỨC XẾP CẤP DŨNG (ARTICLE 13: REVIEW PROCEDURE FOR PROMOTION TO THE COURAGE LEVEL)

a. Hội Đồng Huynh Trưởng Cấp Tấn toàn quốc xét hồ sơ, bình và đề nghị. (a. The National Council of Huynh Truong with the rank of the Advance Level reviews the files, comments, and recommends their promotion.)
b. Hội Đồng Huynh Trưởng Cấp Dũng và Hội Đồng Chỉ Đạo & Giám Sát GĐPT/VN tại Hoa Kỳ Xét Duyệt các bình nghị, đề nghị của Hội Đồng Huynh Trưởng Cấp Tấn toàn quốc. (b. a. Có quyền biểu quyết công việc trong một Gia Đình Phật Tử. (a. Have the right to vote on the affairs of the Local BYA Chapter.)
b. Được đại diện Gia Đình để biểu quyết trong các cuộc họp do Ban Hướng Dẫn Miền triệu tập. (b. To be represented by the Local BYA Chapter to vote in meetings convened by the Regional Board of Directors.)
c. Được mời làm Phụ Tá Ban Viên Ban Hướng Dẫn Miền. (c. Invited to serve as Assistant Member of a Regional Board of Directors.)
d. Có quyền giới thiệu người vào Gia Đình để làm Huynh Trưởng Tập Sự. (d. Have the right to introduce people into the Local BYA Chapter to be the Huynh Truong in-Training.)

c. Làm Huấn Luyện Viên Trại Huấn Luyện A Dục. (c. Can serve as an Instructor of the Asoka Leadership Training Camp.)

a. Có tất cả quyền hạn của cấp Tập. (a. Has all the powers and the rights of a Huynh Truong with the rank of the Preparatory Level.)
b. Được đại diện Gia Đình Phật Tử để biểu quyết trong các cuộc họp do Ban Hướng Dẫn Trung Ương triệu tập. (b. Can represent the BYA to vote in meetings convened by the Central Board of Directors.)
c. Ứng cử làm Ban Viên Ban Hướng Dẫn Miền, trừ chức vụ Trưởng Ban Hướng Dẫn Miền. (c. Can self-nominate to be a Member of the Regional Board of Directors, except for the position of the Regional Director.)
d. Có thể giữ chức vụ Trưởng Ban Hướng Dẫn Miền, nếu được Đại Hội Huynh Trưởng Miền đề cử và tuyển cử. (d. May hold the position of the Regional Director, if nominated and elected by the Regional Huynh Truong Conference.)

b. Ứng cử làm Ban Viên Ban Hướng Dẫn Trung Ương, trừ chức vụ Trưởng Ban. (b. Can self-nominate to be a member of the Central Board of Directors, except for the position of the Chairman.)
c. Có thể giữ chức vụ Trưởng Ban Hướng Dẫn Trung Ương nếu được Đại Hội Huynh Trưởng Trung Ương đề cử và tuyển cử. (c. May hold the position of the Chairman, if nominated and elected by the National Huynh Truong Conference.)

Nhằm trau dồi nếp sống tinh thần bởi căn bản giáo lý Phật Đà, cũng như đào luyện kiến thức phổ quát và khả năng sáng tạo, nên mọi Huynh Trưởng đều phải tham dự Chương Trình Tu Học Trường Kỳ Huynh Trưởng, theo thứ tự các Bậc và thởi gian như sau: (In order to cultivate a spiritual life based on the Buddha's teachings, as well as to cultivate universal knowledge and creativity, all Huynh Truong must attend the Huynh Truong Continuing Studies, in the order of the tiers and times are as follows:)

Để thắp sáng thêm vấn đề Tu Học qua việc phát triển khả năng lãnh đạo, thấu suốt giáo lý Phật Đà, Thống Nhất Tư Tưởng, Ý Chí và Hành Động - tất cả Huynh Trưởng đều phải qua các Trại Huấn Luyện như sau: (In order to further enhance the quality of Dharma Learning & Practicing, All Huynh Truong have to develop leadership skills through understanding the Buddha's teachings, Unifying Thoughts, Wills, and Actions - all Huynh Truong have to go through Leadership Training Camps as follows:)

Ủy Ban Quản Trị Huynh Trưởng có nhiệm vụ kiểm soát tất cả mọi sinh hoạt liên quan đến Huynh Trưởng Gia Đình Phật Tử Việt Nam tại Hoa Kỳ, hầu phát huy khả năng của toàn thể Huynh Trưởng để phục vụ cho Gia Đình Phật Tử Việt Nam tại Hoa Kỳ. (The Management Committee of Huynh Truong is responsible for managing all activities related to the BYA Huynh Truong in the United States, in order to promote the ability of all Huynh Truong to serve the Vietnamese Buddhist Youth Association in the United States.)

MỤC XX: HỘI ĐỒNG MINH NGHĨA (SECTION XX: MINH NGHĨA (MINDFULNESS) COUNCIL)

ĐIỀU 58: MỤC ĐÍCH CỦA HỘI ĐỒNG MINH NGHĨA (ARTICLE 58: PURPOSE OF MINH NGHIA COUNCIL)

Hội Đồng Minh Nghĩa được thành lập, nhằm: (The Minh Nghia Council was established to:)
a. Khen Thưởng: để sách tấn Huynh Trưởng đã có những thành tích xuất sắc trong việc đóng góp cho đà thăng tiến của Tổ Chức, qua các mặt sinh hoạt, tu học và huấn luyện v.v... (a. Reward: in order to promote the Huynh Truong who has made excellent achievements in contributing to the advancement of the Organization, through activities, learning, and training, etc.)
b. Kỷ Luật: để xác định tính cách vi phạm kỷ luật của Huynh Trưởng và áp dụng các biện pháp thích nghi để đưa Huynh Trưởng vào nếp sống kỷ cương của Gia Đình Phật Tử. (b. Discipline: to identify the Huynh Truong’s disciplinary violations and apply appropriate measures to bring him/her into the disciplined life of the Vietnamese Buddhist Youth Association in the United States.)

ĐIỀU 59: HÌNH THỨC KHEN THƯỞNG VÀ BIỆN PHÁP THI HÀNH KỶ LUẬT (ARTICLE 59: FORM OF REWARDS AND MEASURES OF DISCIPLINE IMPLEMENTATION)

a. Việc Khen Thưởng gồm các hình thức sau: (a. The Reward includes the following forms:)
1. Giấy Khen (1. Certificate of Achievement)
2. Bằng Tưởng Lục (2. Certificate of Achievement (from the Government/City/State))
3. Biểu dương trong các Lễ Lược của Miền hay Trung Ương... (3. Recognition in the Ceremonies of the Region or the Central...)
4. Đăng vào Bản Tin hay Nội San Sen Trắng. (4. Post in the Newsletter or the Hoa Sen Magazine.)

b. Việc Thi Hành Kỷ Luật gồm các biện pháp sau: (b. Disciplinary Enforcement includes the following measures:)
1. Phê bình, sám hối (1. Criticism, repentance)
2. Cảnh cáo (2. Warning)
3. Cảnh cáo có ghi vào sách tịch Huynh Trưởng (3. Warnings are recorded in the book of Huynh Truong)
4. Tạm ngưng hoạt động (4. Suspension)
5. Miễn nghị xét, xếp Cấp Huynh Trưởng (5. Exemption from consideration and ranking of Huynh Truong)
6. Khai trừ khỏi Gia Đình Phật Tử Việt Nam (6. Exclusion from the Vietnamese Buddhist Youth Association in the United States)
7. Đưa ra pháp luật. (7. Go on Court.)

ĐIỀU 60: THẨM QUYỀN CỦA CÁC CẤP HỘI ĐỒNG MINH NGHĨA (ARTICLE 60: AUTHORITY OF THE LEVELS OF MINH NGHIA COUNCIL)

a. Ban Huynh Trưởng của Gia Đình được khen thưởng Huynh Trưởng xuất sắc, hoặc phê bình, giải quyết các lỗi nhẹ của Huynh Trưởng phạm lỗi - từ Cấp Tập trở xuống. (a. The BYA Leadership Committee can reward excellent Huynh Truong or can criticize and resolve minor faults of the Huynh Truong who commits faults - from the Preparatory Level or below.)
b. Do đề nghị của Đơn Vị Gia Đình, hay Ban Hướng Dẫn Miền - Ủy Ban Quản Trị Huynh Trưởng Cấp Miền sẽ hình thành Hội Đồng Minh Nghĩa Cấp Miền, trong đó, có mời thêm một Huynh Trưởng Cao Niên và Đồng Cấp với Huynh Trưởng được đề nghị Khen Thưởng, hoặc bị đề nghị Kỷ Luật - để xét duyệt việc Khen Thưởng Huynh Trưởng xuất sắc, hoặc phê bình, giải quyết việc phạm lỗi của Huynh Trưởng - Cấp Tập (Trường hợp Gia Đình không giải quyết được, hoặc đương sự là Ban Viên BHD Miền) và Cấp Tín. (b. In the case that the Local BYA Chapter cannot resolve the litigation, or the litigant is a Member of Regional Board of Directors and/or is a Huynh Truong with the rank of the Preparatory Level and Trust Level, at the request of the Local BYA Chapter or the Regional Board of Directors, the Regional Management Committee of Huynh Truong will form a Regional Minh Nghia Council, which will include an additional Huynh Truong with the same level as the Huynh Truong to be recommended for Commendation or recommended for Discipline to review the Outstanding Huynh Truong's Commendation or to critique and resolve the Huynh Truong's faults.)
c. Do đề nghị của Ban Hướng Dẫn Miền, hay Ban Hướng Dẫn Trung Ương - Ủy Ban Quản Trị Huynh Trưởng Cấp Trung Ương sẽ hình thành Hội Đồng Minh Nghĩa Cấp Trung Ương, trong đó, có mời thêm một Huynh Trưởng Cao Niên và Đồng Cấp với Huynh Trưởng được đề nghị Khen Thưởng, hoặc bị đề nghị Kỷ Luật - để xét duyệt việc Khen Thưởng Huynh Trưởng xuất sắc, hoặc phê bình, giải quyết việc phạm lỗi của Huynh Trưởng - Cấp Tín (Trường hợp Ban Hướng Dẫn Miền không giải quyết được, hoặc đương sự là Ban Viên BHD Trung Ương) và Cấp Tấn trở lên. (c. In the case that the Regional Board of Directors cannot resolve the litigation, or the litigant is a Member of Central Board of Directors and/or is a Huynh Truong with the rank of the Trust Level and Advance Level or above, at the request of the Regional Board of Directors or the Central Board of Directors, the Central Management Committee of Huynh Truong will form a Central Minh Nghia Council, which will include an additional Senior Huynh Truong with the same level as the Huynh Truong to be recommended for Commendation or recommended for Discipline to review the Outstanding Huynh Truong's Commendation or to critique and resolve the Huynh Truong's faults.)

MỤC XXI: HUYNH TRƯỞNG NGƯNG HOẶC TẠM NGƯNG VÀ TÁI SINH HOẠT (SECTION XXI: HUYNH TRUONG WITH LEAVING, SUSPENDING, AND REACTIVATING)

ĐIỀU 61: NGƯNG HOẶC TẠM NGƯNG SINH HOẠT (ARTICLE 61: LEAVING OR SUSPENDING)

Để bảo vệ giá trị tinh thần Cấp Bậc của Người Huynh Trưởng - Những Huynh Trưởng thực thụ đã thọ Cấp (bất kỳ Cấp nào) mà Ngưng hoặc Tạm Ngưng sinh hoạt quá Sáu (06) tháng - cho dù có lý do hoặc không có lý do, thì Quyền Hạn Cấp Bậc của Huynh Trưởng ấy cũng không còn có hiệu lực trong suốt thời gian ngưng hoặc tạm ngưng sinh hoạt. (In order to protect the moral value of the Rank of Huynh Truong, the Huynh Truong who have completed the Leadership Training (any Level) but Left or Suspended from activities for more than Six (06) months - with or without reason, the Powers and Rights of the Huynh Truong will also no longer be in effect during the quitting or suspension.)
Trong thời gian ngưng hoặc tạm ngưng sinh hoạt, Huynh Trưởng ấy có thể đóng góp ý kiến trên tinh thần xây dựng Tổ Chức, chứ không có quyền biểu quyết bất cứ quyết định nào của Tổ Chức Gia Đình Phật Tử Việt Nam tại Hoa Kỳ. (During the period of Leaving or suspension of activities, the Huynh Truong can contribute their ideas in the spirit of building the Organization but does not have the right to vote on any decision of the Vietnam Buddhist Youth Association in the United States.)

ĐIỀU 62: TÁI SINH HOẠT (ARTICLE 62: REACTIVATING)

Thời hạn phục hồi Quyền Hạn Cấp Bậc cho các Huynh Trưởng tái sinh hoạt: (Time limit for reinstatement of Powers and Rights of Huynh Truong based on the Ranks:)
a. Sau 3 tháng tái sinh hoạt, đối với Huynh Trưởng Cấp Sơ Cấp (a. After 3 months of re-activation for Huynh Truong with the rank of the Primary Level.)
b. Sau 6 tháng tái sinh hoạt, đối với Huynh Trưởng Cấp Tập (b. After 6 months of re-activation for Huynh Truong with the rank of the Preparatory Level.)
c. Sau 9 tháng tái sinh hoạt, đối với Huynh Trưởng Cấp Tín (c. After 9 months of re-activation for Huynh Truong with the rank of the Trust Level.)
